Categorization of corruption in India

The other day my head drooped in shame, to learn that out most corrupt politicians and bureaucrates of this country have coined very spacific terminology on corruption. Now states and departments are being zeroed down as "most corrupt", "more corrupt" and "moderately corrupt". Now just think of these shameless creatures who spent thousands of crores on their foreign visits every year, for whom pride in service is the last virtue, making money by hook and crook methods want corruption to be defined. It is high time that the premier selecting agency of country i.e UPSC must include Corruption as a compulsory subject for qualifying civil services examination. One who scores maximum in this subject must be earmarked for the highest post in government. Thats how we will be proud citizens of this great country. What you feel ?
